The Civic Plaza and the City Hall Building are organized around the Hayward BART Station, Transit Center, and a new downtown housing and retail center. We designed the plazas to accommodate an amphitheater, several stone fountains, and promenades that connect to adjacent urban locations.

A “scent garden” is enclosed by a topiary fence providing an outdoor meeting space. The unique fence planting is trained into outlines of playing children, symbolizing the City’s priority of placing children’s needs first.
